This is happening even without the BOARD_NO_PAGE_FLIP hack.  I'm not sure what's up.  b2g is flipping pages by changing the fb device's offset then FBIOPUT'ing that to the driver, where it sends a reconfigure message to the VideoCore (IIRC).  I would have expected the VC to be synchronizing this to vsync, but we may need to help it out.  Or something else could be wrong.
This bug is tied to the GL graphics impl that's currently disabled.
