Now that GGC is on by default, SM(ggc) is redundant with SM(e). But we need test coverage for compacting GC now.

Similar bugs have been moved to the mozharness component. You can do that with this one too, though this has nothing to do with mozharness.

Seems pretty horrible not to rename it, but we need this sooner rather than later, so ship it.
