Splitting this off from bug 1071267

We should figure out the matrix of use cases around these things and then design a better way to handle the UX around these door hangers.

Let's start/focus on Tablet's for this bug but consider possible opportunities for Mobile as well.

For one, can the user access website information (that's normally in a door hanger) in the new tab's tray/panel?
