Don't show tiles for urls that are already open in a tab

Details

Steps to reproduce:

1. open about:newtab
2. click a non ad tile (keep it open)
3. open about:newtab (in a new tab)

Expected:

The tile clicked in step 2 should not be seen in step 3.

Actual:

The clicked in step 2 is still displayed.
I'm not sure who owns this component, so I don't know who to ask if this would be accepted.  I would like to know before spending time on it though.

Hmm. The tiles shown on about:newtab aren't really supposed to display the current browser state but do reflect your browsing history. The more you browse a page the higher it will be shown on about:newtab. If we start removing things only because they're open that would lead to a lot of confusion. I sometimes open a tile twice just because I navigate to different subpages afterwards and it saves me some typing.

Maybe the tiles and tabs open could be separated in the new tab page.
