It should be possible to run the CSS tests using wptrunner. Based on some quick experimentation, this seems to work OK for simple cases, but some work is needed to build the testsuite on import and support the more complex setup for multiple references (multiple <links> => multiple possibilities and references can <link> to references to express AND). This is something that Servo has expressed interest in.
This is now working for servo
