In an ideal world, we would never miss any pushes, since &fromchange=REV would make the ingestion foolproof. However due to bug 1076752, we still seem able to miss some of them.

This bug may end up being wontfix, if we manage to figure out bug 1076752 first (and either way, we'll want to fix that bug as soon as we can) - but filing this to discuss whether we should short-term come up with a way to:
1) Report if any pushes are missing from any repos, by comparing the last N hours worth of json-pushes against what treeherder has in the DB.
2) Manually ingest a push with revision X - which could be fed by the output from #1.
Wontfixing in preference to bug 1076960.
