Let's add a Dockerfile in the loop-repo, so it's easy to create ready-to-run loop servers for development.

Example of a dockerfile for the loads broker project: https://github.com/loads/loads-broker/blob/master/Dockerfile
I don't know if we would use it for production / staging (I believe not) but having this would be good for newcomers (even if make install is dead easy currently).
