Steps to Reproduce:
1. Go to page with link toolbar "Document" or "More" menus active (for example
this bugzilla page)
2. Press mouse button on "Document" menu then drag mouse to "Table of Contents"
and release mouse button.


Actual Results:  Nothing happens

Expected Results:  New page opens up

Note that it works as expected if you click and release on "Document" to bring
up the menu, then click and release on "Table of Contents"
