Description:
When user attempts to add a built-in Galician (gl) keyboard in keyboard settings, Galician (gl) keyboard is not available

Setup:
-Setup custom gaia build:
-cd into the Gaia repository and run these commands:
 + git pull
 + git checkout v2.1
 + git pull
 + MOZILLA_OFFICIAL=1 GAIA_KEYBOARD_LAYOUTS=en,gl make reset-gaia

Repro Steps:
1) Update a Flame device to BuildID: 20141002000202
2) Navigate to settings app from homescreen
3) Go to Keyboard settings and attempt to add a built-in keyboard
4) Observe availability of Galician (gl) keyboard
  
Actual:
Galician (gl) keyboard is not an available option
  
Expected: 
Galician (gl) keyboard is an available option
