our firefox engineers are building tools which enable operators to edit their own Operator Shelf.

we need to know the email addresses of the person who will edit & publish the Operator Shelf for each mcc / mnc that is active with an operator

this email address will be used for:
- login
- access control to restrict the login to see only those operator shelves for the right region and operator

Already have a bug for this :) I'll be scripting the initial creation, and the format I detailed in that bug would be the easiest for me to deal with. But if that's too great a burden, I'll take it in whatever format is easier.
