windows opt build against mach and mozharness failing at package-test step in ash
this appears to be on a single push and no other instance of it happening has happened outside of it. the next ash push seemingly does not hit the issue. example logs: https://tbpl.mozilla.org/php/getParsedLog.php?id=49433041&tree=Ash https://tbpl.mozilla.org/php/getParsedLog.php?id=49439941&tree=Ash log snippet: 15:58:32 INFO - 42:43.66 find: Filesystem loop detected; `dist/test-stage/web-platform/tests/html/browsers/windows/nested-browsing-contexts' is part of the same filesystem loop as `dist/test-stage/web-platform/tests/html/browsers/windows/nested-browsing-contexts'. 15:58:32 INFO - 42:43.66 15:58:32 INFO - 42:43.66 c:/builds/moz2_slave/ash-w32-0000000000000000000000/build/src/testing/testsuite-targets.mk:420: recipe for target 'package-tests' failed 15:58:32 INFO - 42:43.66 mozmake.EXE: *** [package-tests] Error 1
I filed bug 1077670 as a followup, but for now this is the same workaround that we use for l10n-check.
