Description:
Downloading files from the internet and then attempting to delete them, fails to delete some of the files.
   
Repro Steps:
1) Update a Unknown device to BuildID: 
2) Go to google and type test files.
3) Click on the 3rd link in the search results stating "Test Download Files- Internode.
4) Download 4 files from the web. 
5) Go to settings, Downloads, then select and delete all.

Actual:
One file still appears after attempting to delete all files.
  
Expected: 
All files are deleted.

Issue DOES occur on Flame 2.2KK Full Flash, Flame 2.0KK Full Flash.

Indeed, the root cause seems to be downloads getting wedged in a bad state. It will take a little more time to figure out what's going on.
