1078099 - Clarify notes on createaccount.cgi

The notes, particularly #2, on createaccount.cgi are vague, if not misleading.  They need to be updated to something accurate and clear.  I filed bug 1078098 about clarifying BMO's privacy policy in general; when that's settled, we can update createaccount.cgi appropriately.

Proposal: replace 2. above with

Your comments and other activities on bugs will generally be publicly visible, and your email address will be visible to all logged-in users and accessible through the public APIs. Some people use an alternative email address for this reason. Also I want to change 1. to be grammatically correct: "our bug-writing guidelines". :)

Feedback?  I'll create the patch myself when we're satisfied.

Since we are changing this for the purpose of clarity, I would maybe reverse the ordering of the second sentence and make a few other minor changes:
