We found the PVT build does not get the latest code. This is why test case still fail.
Although fix already checked-in, however, the v2.1 branch release commit is locked up to the specific change list number. So PVT build does not fetch the latest code.
After Bug1079087 landed, I can pass this test case using today's PVT aurora build[1].
