Current master has this issue. I now submit the patch to solve this.

The reason is the 'if' in the 'ftuopen' handler is incorrect and it blocks LWM to close the app when there is FTU. So I remove the wrong 'if' statement and let the closeApp to decide whether there is a LockScreenWindow it should be closed or not.

I think so. The possible reason is from Bug 1057198, but I don't bisect it since the symptom is clear. Should we set the regression window wanted event after I land the patch?
