Description:
When scrolled down the home screen software home button does not return user to the top of home screen from utility bar  

Repro Steps:
1) Update a Flame to 20141006000205
2) Enable software home button 
3) scroll down the homescreen >bring down utility bar
4) press software home button 


Actual:
Utility bar is dismissed 

Expected:
Utility bar is dismissed and user is returned to the top of the home screen

Not blocking on this issue, the user is still taken to the homescreen, and can return to the top of the homescreen by tapping the home button again.

Mass update: Resolve wontfix all issues with legacy homescreens.

As of 2.6 we have a new homescreen and having these issues open is confusing. All issues will block bug 1231115 so we can use that to re-visit any of these if needed.
