With the current build, the date of a mail is displayed in system date format,
but when the mail is forwarded inline, the date of the quoted mail is changed to
US format.

Steps to reproduce:
1. Change  system date format to be different with US format. Notice that the
date format of a mail is consistent with system format in thread pane and envelope .
2. Select a mail, and click on Forward button. You can see on forward mail
compose window, the date of the quoted mail is changed to US format. After the
forwarded mail is received, the quoted mail date stays in US format.

This is related to bug 74669.
We cannot simply use the localized date because the localized date for the
sender may be unreadable by the receiver (e.g. JA date in us-ascii mail).
I think this may be an option which can be set by UI.

It's not really "US format", it's the raw header. Which happens to use an english format. 

FWIW, internatinalized versions of the date there almost never are any pleasure reading. All you get is a mixed language row that looks odd... IMO.

So are you saying this should be WONTFIX?
Probably, yes. Or if implemented, at least a have a pref for it. Occasionally timezone is usable info too.

The same issue applies to printing, by the way. There used to be a preference mailnews.display.original_date for display only, which apparently disappeared in current builds (can't find a related bug).
