Steps to reproduce:
This problem appears in October nightly builds.

Does the leak appear immediately or just after a few hours of surfing?
Could you post clear STR to reproduce the leak, please.

After closing web pages using flash, even less than several minutes.
What do you mean by "STC"?

Open some pages using flash, especially the pages which are not containing videos.
Close the pages.
"Minimize memory usage" in about:memory.

The memory report shows a bunch of ghost windows, which generally indicates an add-on issue:
59 (100.0%) -- ghost-windows
Also note that it appears the "GPU Accelerated Flash Player" has been removed from the add-ons website.
zhoubcfan, can you try running again with the add-on disabled to help us determine if that is causing your issue?

Disable the addon, do a "Minimize memory usage", then the leaks are gone.

I can't reproduce the leaks with latest builds and the addon which has been updated.
