test_unlock_to_camera_with_passcode should be disabled because it fails a lot in our test runs.

Test test_lockscreen_unlock_to_camera_with_passcode.py is failing constantly on b2g-i: http://jenkins1.qa.scl3.mozilla.com/job/flame-kk-319.b2g-inbound.ui.functional.smoke/551/testReport/junit/test_lockscreen_unlock_to_camera_with_passcode/TestCameraUnlockWithPasscode/test_unlock_to_camera_with_passcode/history/
That's probably because the fix in bug 879717 was reverted, as per https://bugzilla.mozilla.org/show_bug.cgi?id=1078270#c20.
