1079223 - new treeherder prod VMs

treeherder is growing and has started to run into load issues. we'd like to add:

treeherder3.webapp.scl3.mozilla.com
- same as 1&2, which I believe is 6 GB RAM, 2 cpu, ~40 GB disk

treeherder-processor3.private.scl3.mozilla.com
- again, same as 1&2, which I believe is 4 GB RAM, 2 cpu, ~40 GB disk

treeherder-etl1.private.scl3.mozilla.com
treeherder-etl2.private.scl3.mozilla.com
- new! we're moving celery jobs off the admin node, and adding more jobs
- same resources as the log processors, so 4 GB RAM, 2 cpu, ~40 GB disk

Per our IRC conversation - due to ongoing work, these likely won't be up until tomorrow - will update should that change in either direction.

However, to make life easier I've allocated the IP addresses - so that you can get on with filing any ancillary bugs you need.
