In bug 840515 and its dependencies, we implement the functionality of "send MMS by email", but it's currently pref-ed off until it's finished.

Bug 1079255 will flip this setting to "true" by default. In this bug, we want to completely remove the code that uses the setting, and assume it's always true. This should be done once we're confident that the feature is stable enough to be permanently enabled.
