The tab menu is only visible if the UI deems there to be "enough" tabs to be worth it. (For example, at the moment I have 8 tabs but no tab menu.) But the tab menu is generally useful: three of my tabs are from MDN and I can't tell which is which without mousing over each in turn to look at the full title. The tab menu would have been a much better way of getting to my right tab quickly; also, it is what I usually use to switch between tabs and it is jarring that it is not available. IMO the tab menu should be visible the moment there is more than one tab. I doubt very few people would object to it being there even if there is only one tab. (Linux 64-bit Nightly 20141007.)
