1079909 - Sync unverified state not occuring during registration

Before the user verifies their email address for Sync, the browser should appear in this state:

But currently (at least in Nightly) both the Sync preferences and the toolbar menu are in the default state (prompting the users to sign in).

I had trouble reproducing on Nightly, Ryan. Screenshot attached of pref panel. My hamburger menu shows my email address, as well. The Tools menu shows "Set Up Sync", but that takes you to the pref panel.

The Sync preferences are just delayed, but they do appear. The problem persists in the menu. It should show the user’s email and then open Sync prefs, but instead shows "Sign in to Sync" and then goes to about:accounts which says Welcome to Sync (which is confusing as the user has not yet verified).

STR:

1) Open the Sync preferences.
2) Create a new FxA for Sync in a different tab, but don't verify the email.

The Sync preferences tab doesn't transition to the "Unverified" state. markh reports this is because the Sync Preferences page only listens for the ONVERIFIED and not ONLOGIN.

Related, as Ryan reports is that the hamburger menu says "Sign in to Sync" and the Tools menu shows "Set up Sync" and in the "Unverified" state, they should perhaps say something else.

Ryan, what's an appropriate string for those menu items in this case?
