Description:
When user enables developer menu in Settings app then returns to homescreen after opening any app, the status bar at the top of the screen is missing or not visible.

Entering card view then returning to the homescreen resolves the issue, but the next time the user opens an app before returning to homescreen the issue reproduces. The only permanent solution is to disable developer menu and reboot phone.
   
Repro Steps:
1) Update a Flame device to BuildID: 20141008000201
2) Launch Settings and navigate to Device Information>More Information
3) Enable Developer Menu
4) Close Settings app in card view task manager
5) Launch Dialer
6) Press Home button to return to homescreen
  
Actual:
Status bar at top of screen is invisible.

Note: Issue was found during test run, but does not fail any specific test case.

I was able to reproduce this issue without developer menu enabled.

additionally when I got this issue I was unable to open the power button menu while I was in an app, on the homescreen the power button menu would appear. I was also unable to use edge gestures to switch between apps when the issue was present. I was able to gesture once after opening card view and switching apps, but after one edge gesture I was unable to edge gesture again.

[Blocking Requested - why for this release]:

The status bar should be visible so the user can take note of important information like battery life, alarms, data, and time. Also from comment 3, edge gestures stops working as well. Nominating this bug as a blocker
