1080022 - "Matching contacts" dialog does not work

Description

[Kyle Huey (Exited; not receiving bugmail, old account, do not use)]

1. Enter at least two contacts with the same area code.
2. Type that area code into the dialer.
3. The dialer will suggest one of the contacts below the number that has been dialer.
4. Click on the thing to the right between the "backspace" button and the keypad.
5. This should display both of the matching contacts.  Select the one the dialer did *not* suggest.

This used to place a call with the selected contact.  Now it does nothing.  But note:

6. Cancel the dialog and notice that the contact you chose in the dialog is now the suggested number.

Unable to reproduce on a nexus4 or flame using latest master. I'm also running non-debug builds.

Is there anything in logcat when this happens?

So this was actually because I couldn't make phone calls at all ... Once I sorted that out this works fine.
