Events should be able to either have a placeholder pic or a Picture foreign key reference.

Richard, can you please verify this one. This is 100% only in the management access you can do this. Nothing's been done on the Request Wizard or the Event Edit yet. So there is a small risk that if you assign a picture from the gallery and some mortal goes to "Edit this event data" and uploads a different placeholder picture her change will be ignored.
