Each app must call the correct common controls (AKA Building Blocks). This app may require a redesign in order to accommodate common controls.

This is considered technical debt and maintenance that can be addressed before or during 2.2.

Apps having custom controls makes things like OS-wide visual refreshes, pattern following, and RTL support difficult and time consuming, and wastes engineering time. Calling common controls will also make the transition to web component based controls easier down the road.

UX specs will be updated to show how the app should look when common controls are being called.
