[Firefox 10th] Download & Participation Community Landing Page

This is a placeholder for a community landing page for the Firefox 10th anniversary. On the 10th, we will send communications to our community members to share about the anniversary. That will drive to a page of resources that community members can utilize and share out with their networks. 

This will utilize a community member for design and development. Kristin will add more details, but this bug will be used for tracking.
