Steps to reproduce:
1. Load MP-dev page: https://marketplace-dev.allizom.org/
2. Scroll down the page and click on the "Rest of World" text.

Expected results:
Account Settings details page is loaded.

Actual results:
Nothing happens. The "Rest of World" text is no longer a link and is encapsulated inside a <span> tag.

Notes/Issues:
Verified on FF35 (Win 7) Issue is only reproducing in MP-dev.

Why should it be a link? What benefit does that provide, in your opinion?

I was not aware of bug 993562

Well in my opinion in that section there are a collection of links so it was my expectation that the region text to be also a link. 
Also that was a shortcut to account settings. The user does not have to scroll back up to find the link for account settings. The best example here is when the user is on the bottom of the search results page and there is a long list of apps and he needs to scroll a way long up to reach account settings. I agree that the region text linking to account settings might be a bit confusing and unexpected but probably the user should have a quick way to account settings page at the bottom of the page also.

I agree with this use case. I've asked in the original bug.
