Details

Currently when the extensions/smime directory is built, the chrome goes into
messenger.jar. 

Leaf made a very helpful suggetion that in order to be a true extension to
mailnews we should probably create a new jar file: smime.jar for the smime
chrome. We could then bundle up the smime dll, xpt file and the new jar into a
new .XPI file. Then in theory one could take a vanilla build without the smime
extension and drop in this XPI file to pick up all the good stuff.

This will also be useful if someone adds a PGP extension since they would also
want their own XPI file which could be dropped into exisiting builds.
putting in the .9.7 milestone since 096 is right around the corner.

This change will require some work on my end and it will require some release
work to make the new XPI file as well.

WONTFIX. Smine has long given up the pretence of being a separate extension and should be integrated directly into MailNews.
