Do not know if this is on pourpose or if any parameter can modify the behaviour.
With Flame, master and 2.0, when user downloads a system update and choose to update "Later" instead of "install now", if user switches device on/off, the update will be automatically installed without notifing him.
IMHO, user should be notified that the already downloaded OTA package is applied and the system is up to date.
I would like product team to consider it in future releases. Adding it to backlog.

For OTA, here is my idea: for manually update, after decompressing successfully, set update.status back to pending. B2G will not switch to new one. User clicks "install now" set update.status to applied then trigger a restart to switch to new B2G.

Another approach: set app.update.staging.enabled to false, then it's not decompressed.
