108115 - offline: mail/news: context menus and menu/toolbar items for stand alone mesgs are still enabled for non-downloaded mesgs

Spun off bug 86170 & Bug 91352.

For non-downloaded mail & news messages, the following are still enabled:
  * context menu items:
     mail: reply,reply all, forw, Edit as new, save as, print
     news: reply to sender, reply to newsgroup, reply to all, forward, edit
           as new, save as, print
  * in a stand alone message window:
    -toolbar icons: reply, reply all, forw, print
    -menu items: 
          Mail
                 Message|Reply, Reply All, Forw, Forward as (actually
                         Forward As is enabled but Inline or Attachment
                         isn't enabled for mesgs that aren't stand alone)
                         Edit mesg as New, create Filter
                 File|Save As File or Template
                 File|Print
          Newsgroups
                 Message|Reply, Reply to Newsgrp, Reply All, Forw, 
                         Forward as (actually Forward As is enabled but 
                         Inline or Attachment isn't enabled for mesgs that
                         aren't stand alone),
                         Edit mesg as New,
                 File|Save As File or Template
                 File|Print

As part of the mail qa's bug triage day, this is still present
in 2001-12-14-09-trunk build
