Description:
When user is moving between open apps a blank page can appear. The blank screen shows only status bar and rocketbar. Returning to home screen or long pressing home button and killing affected app resolves issue.
   
Repro Steps:
1) Update a Flame device to BuildID: 20141010000201
2) From home screen open social collection page
3) Open the Facebook app
4) Return to homescreen and immediately open a different app
5) Return to homescreen and repeat 2-5
  
Actual:
Opening an app will not render page
  
Expected: 
Opening an app should load page

[Blocking Requested - why for this release]:

Nominating this to block 2.0?. Its very likely that the end user will be opening multiple apps and then backing out to the home screen without force closing all the apps they have used. This will cause multiple apps to show blank pages when opening them, as well as DUT performace to slow down significantly.

Low user impact base on what we've tested and seen during triage.
Black screen shows for a split second upon app launch and soon recovers.

This is a blank screen bug and not a black screen bug. The blank screen always requires some kind of user input before it will go away.

2) Open gallery app from the homescreen
3) Tap home button and open camera app from homescreen
4) Tap home button and open settings app
5) Long press home button and transition between settings/gallery/camera

Actual: 
Blank screen appears in settings/gallery/camera

Expected: 
Page loads and works with no blank screen
