[Notification]  Ambient indicator does not grow after more then one notification   

Description: Ambient indicator does not grow after more then one notification, the indicator stays the same after the first notification.

Repro Steps:
1) Update a Flame to 20141010000201
2) Clear any notifications  
3) Take several screen shots   

Actual:
Ambient indicator slowly grows with number of active notifications.  


Expected:
the indicator stays the same after the first notification

Notifications counter has been intentionally removed in 2.2. See bug 1073480.
