Steps to reproduce:

1. Start a new instance of Firefox
2. Open two web pages (or more)
3. Go to the last tab, and trough the developer tools, open the page in responsive mode.
4. Now, detach the tab in which you just activated responsive mode by draging the tab outside the area which contains all the tabs.



Actual results:

Problem 1: The new Firefox window which should contain the responsive mode is empty.
Problem 2: The tab that was detached is still listed in the old Firefox Window, but it is not possible to display the tab.
Problem 3: If you instead of going to the last tab at step 3 go to the middle tab, or some other tab, Problem 1 will occur again, but now there will instead be a invisible tab taking up space in the old firefox window.
Problem 4: If you create new tabs in the old Firefox window, you will notice really weid ta behaviour.


Expected results:

1. The new window should contain the webpage which was detached, and it should be displayed in responsive mode.
2. The tab in the old Firefox window should dissapear

The main issue here is the ghost tab and the empty new window.

It's a regression since FF22.
