I as a visitor would like to only see questions with solutions when searching for things, so I don't waste time reading things that don't actually help me.

This is only for Google search results. We just need to add a meta noindex tag to all questions without a solution.

Before I file a bug to reverse this, Perhaps someone could advise where the idea came from, and why it was slipped into production without consultation.

I saw lots of discussion about the forum search not being up to the task, I heard nothing of hiding unanswered questions from search engines.

None of the external blocking undertaken in this bug is related to "as a visitor"  as a visitor I would be using the internal forum search.
