In the past, we've treated mcMerge as part of TBPL for bug filing purposes, but that was more out of convenience. It really should be treated as its own tool and uncoupled from TBPL.

Suggested description: "Bugs relating to the mcMerge tool, which handles bug marking for commits to Gecko repositories."

I'm open to suggestions for wording changes, though.

I guess we could also take this opportunity (of having to move repos, bugzilla component and hosting location) to rename the tool to something that's a little clearer? Not sure exactly what - something like "MergeMarker", "MergeCommenter" ...?

My grand vision is to eventually have a single tool that handles both transplants/merges and bug marking in one process, so I'm not too fussed about the name in the mean time.
