Get the loads cluster into cloudservices-aws-dev

I realize this is an OPs bug category, but trying to keep all migrations in the same place so we can find them easily.

Plus, we may need OPs help.

We should keep the current loads cluster up and running until *all* of the Stage stacks are migrated over to cloudservices-aws-dev

I found the new loads cluster in US-West-2.
It should be in US-East-1 or EU-West-1 so that we can make use of the current bastion hosts (vs. a separate set of creds)
/me wonders if that is possible...

I found the Loads Master: i-4b519c41
I found nothing called "slaves", but I did find 5 instances of "loads-4567"

I have not SSH access at this time, so I can't poke around the Master
