1084281 - "TypeError: self._appsFront is null" when installing an app just after connecting to a phone

Description

STR:
- make sure to *not* be connected to a phone
- open an (packaged -- not sure it makes a difference) app in WebIDE
- connect to the phone and then quickly...
- ...click on "Install and Run"

Expected:
There should be a message stating "hey, i'm not yet connected" *or* the app should get installed onto the phone.

Actual:
"Operation failed: installing and running app: TypeError: self._appsFront is null"

We should set _appsFront and _listTabsResponse at the same time, or, check for _appsFront in installAndRunProject.
