1. Go to http://www.weather.com/weather/map/interactive/07746:4?interactiveMapLayer=radar&baseMap=r&zoom=7

2. Move the pointer to the right side or to the top and watch the screen or portions of it turn black.

Also, if you hide the menu toolbar and then press the Alt key to show it you will also get the 'blackness'.
