We'd like to be able to include a link to the manifest next to the test paths in the html reports. But to do this we first need to know which manifests contain which tests. So we need to change the schema to store this information. The obvious way is to just store {'manifest': mpath, 'test': tpath} for each test, but there's probably some other more efficient way.
Test Informant is now just a static web page that queries ActiveData.
