 Description: 
 User can't select a coding schema when he compose a sms/mms
 
 Customer Impact Statement: 
 User want to send a message using ucs2 coding schema, while system just automatically using 7bit coding schema because strict7bitEnable is true.

 Expected Behaviour: 
 There should be a button in message settings which could control strict7bitEnable is true or false.

Note: we don't enable strict7bitEnable in Mozilla's build.

Is this bug the same than bug 1025717?

Actually this is also bug 848405. FTR I'd really want to implement my last proposal from bug 848405 but it's been very low priority for now.
