We'd like to move the Server Operations: Change Requests from under mozilla.org to Infrastructure and Operations::Change Requests before Oct 27, if possible. 

The description etc will remain the same. We'd like all existing bugs moved over as well and flags retained. 

The new default QA should be Corey Shields [:cshields]
