With passcode lock and software home button enable, the number pad does not display when unlocking the sim pin

Setup Steps:
1) Flame device is set to 319mb

Repro Steps:
1) Update a Flame device to BuildID: 20141022001201
2) Enable Passcode lock and software home button enable
3) Enable Sim pin 
4) Restart the phone


Actual:
number pad does not display when unlocking the sim pin

Expected:
number pad display when unlocking the sim pin

This issue does not reproduce on the Flame 2.1 (319mb)(Kitkat Base)(Full Flash) and the Flame 2.0 (319mb)(Kitkat Base)(Full Flash), number pad display when unlocking the sim pin

It seems very likely that a user who is concerned with security will have both the passcode lock and SIM pin enabled. Restarting the phone is cause the user to be unable to unlock their SIM. Nominating this to block 2.2

I was able to reproduce this bug on a 10/22 tinderbox engineering build, but the issue is no longer occurring on today's build. Attaching a screenshot showing number pad showing correctly on sim pin screen after restart with passcode, sim pin, and software home button enabled.
