It seems very likely that a user who is concerned with security will have both the passcode lock and SIM pin enabled. Restarting the phone is cause the user to be unable to unlock their SIM. Nominating this to block 2.2

I was able to reproduce this bug on a 10/22 tinderbox engineering build, but the issue is no longer occurring on today's build. Attaching a screenshot showing number pad showing correctly on sim pin screen after restart with passcode, sim pin, and software home button enabled.
