It would be great if we could handle mouse wheel events from script via the DOM.
Then, we could move out the special case checks for trees/outliner in
nsEventStateManager

This new patch uses a constant (added to nsIDOMNSUIEvent) for the scrollPage
option instead of a hard coded integer.
