Using recent builds, including todays, the 'Create As' dropdown in the New Folder dialog only shows the top level folders to use as parents. To create a folder that uses one of their children as the parent, I have to use 4.x.

And it doesn's show any folders that are already parents, and all the folders are disabled.

Reporter, I was able to create a folder to a subfolder using today's build from the new folder dialog. Is this imap or pop folder? Can give some steps to be able to see this problem?
Peter, I'm also using a 12/7 build and am able to create a subfolder anywhere in the hierarchy. Are you using POP or IMAP? If you go to a new profile using the same build, does it work?
IMAP. This works okay in a new profile, and (after only a few hours of munging) now works in my old profile too.
What was making it not work in your old profile?
I don't know, but it started working after deleting my account, and all remnants of it in prefs.js, and recreating it.
Since you were using IMAP, is there any possibility that you were using the pref that allows you to distinguish between folder-only folders and message-only folders and you were creating all of your folders as message-only folders? I'd expect this to have the behavior you were seeing.
I don't think I'm using any such pref, but wouldn't that affect folders on the server, which haven't changed since it was broken? The folders that weren't being displayed seem to have both messages and subfolders.
I'm going to mark worksforme. I think you may have turned this pref off (true means use have dual use folders). When I turned it off I had the exact same behavior you had. Turning it back on made things work. Once you turn the pref off it treats all folders with messages as message only folders and therefore you can't create subfolders. However, there are some problems with the stickiness of the pref detailed in http://bugzilla.mozilla.org/show_bug.cgi?id=100004

I cannot reproduce this problem. Verified WFM by using Windows 12-26-09-trunk build.
