The initial size of teh Mail & News Account Settings dialog window
is too small to hold all the widgets, and so some parts are hidden.
See the attached screen shot.
This may be a general problem. See for example bug 102823.
It may also depend on certain font settings.
To reproduce:
1. Edit-Preferences->Appearance:Fonts and set them like mine
(don't know if this is truly relevant):
Fonts for:Western
Proportional: Serif. Proportional size = 16
Serif: adobe-times-iso8859-1
Sans-serif: adobe-helvetica-iso8859-1
Cursive, Fantasy, Monospace all set to adobe-courier-iso8859-1
Monospace size = 12
"Allow documents to use other fonts" is checked.
Display resolution: System setting
(not sure what that is, but I'm running 1280x1024)
Click OK.
2. Click on a mailto: link (Tasks->Mail & Newsgroups may be equivalent)
3. Edit->Mail & Newsgroup Account Settings
Results: Bottom widgets are not visible because window is too small.
If the window is resized, then subsequent invocations of the
dialog use the new size, i.e., it is okay. So I think the
problem is with the default size.
Expected results: Somehow all windows should be made to have a default
size big enough to contain all objects in the window.
I will attach a screen shot.

you didn't specify your build # in your original report.
can you still reproduce this problem in a recent nightly or 0.9.9?

i think there was a patch recently that changed how largers fonts are handled a bit.
mraking worksforme. reopen if you reproduce this problem later.
