1088597 - Suggested reviewers report should list components that offer no suggestions

Currently on the suggested reviewers page, if a product does not have a generic "all components" entry, we don't make it clear that there are components falling through the cracks. eg:
https://bugzilla.mozilla.org/page.cgi?id=review_suggestions.html#Testing

So that it's easier for people to spot components that are missing suggestions, we should list:
Autophone: None
etc

...unless there is a catch-all rule in place.

Seems like this push needs to be outside of the conditional:
