1088689 - update talos.json to get mozversion + system pages updates

we have a small list of updates, most are cleanups.  We do need one of them to help resolve issues with js updates.

2 things are required in addition to this:
1) upload talos.zip to appropriate servers (I will do this)
2) after this is deployed update the remote testing webserver

I'm disabling two slaves, talos-linux64-ix-027 and talos-linux32-ix-026, because they aren't running mozversion and are thus trying to tell graphserver that they ran a job against "testbuildid" and failing every talos run they do against trunk trees. If I'm not right in assume that this is just another case of bug 1037619 and we need to start versioning talos, then you'll want to jump on requesting a loan of one or both of them before they get reimaged.

thanks Philor, I just need to spend a day on my loaner slave and do the fix- this bumps up the priority
