Our current default browser prompts have a number of issues:
* In some instances it conflicts with our new user tour
* Generally, a new user has to choose to make Firefox their default browser before having an opportunity to use it.
* May not be shown at all to a returning user (someone who has previously uninstalled Firefox)
* We use an intrusive modal on startup and if a user disables this we have no other mechanism to ever ask them again.

At the same time, there is a correlation between having Firefox set as the default browser and usage. So we'd like to have everyone who wants Firefox as their default to be able to easily make it their default.

We should investigate ways to improve the way we prompt users to make Firefox default in these different contexts.

User flows to consider (let me know if I've missed anything).

Installing Firefox (no profile on computer):
1. Leaves default checked in installer => Fx is default browser
2. Unchecks prompt in installer => modal dialog on top of new user tour (interferes with tour)
3. No option in installer/no installer => modal dialog on top of new user tour (interferes with tour)

Installing or re-installing Firefox - (existing profile) - Fx is not default:
4. Leaves default checked in installer => Fx is default browser
5. Unchecks prompt in installer => modal dialog on top of home page or update tour (doesn't respect user choice + interferes with tour). See Bug 1041514
6. No option in installer/no installer => modal dialog on top of home page or update tour (interferes with tour)

Installing or re-installing Firefox - (existing profile) - Fx is not default & not checking on startup:
7. Leaves default checked in installer => Fx is default browser
8. Unchecks prompt in installer => Never prompted again (no ability to ask again) Bug 1088973 is a possible solution.
9. No option in installer/no installer => No default prompt (no ability to ask again) Bug 1088973 is a possible solution.

Installing or re-installing Firefox - (existing profile) - Fx IS default:
10. Leaves default checked in installer => Fx is default browser
11. Unchecks prompt in installer => Fx remains default browser (doesn't respect user choice)
12. No option in installer/no installer => Fx is default browser

Part-time Fx user - Fx is not default & not checking on startup:
13. Opens Firefox => No default prompt (no ability to ask again). Bug 1056354 and Bug 1056349 are possible solutions.

Trial Fx user - Fx is not default & IS checking on startup:
14. Opens Firefox => modal dialog on top of home page or update tour (possibly annoying)

User just switched to another browser - Fx is not default:
15. Opens Firefox => modal dialog on top of home page or update tour
